Created Rs 1 crore corpus for victim compensation:Delhi govt

The city government today informed the Delhi High Court that as directed by it, they have deposited a corpus of Rs one crore with DSLSA in Delhi Victim Compensation Account for giving compensation to victims of crimes, including rape.
Delhi State Legal Services Authority (DSLSA) said the amount was received on September 13 and now compensation shall be disbursed to victims within 24 hours of communication of the award given by the district legal service authority.
The submissions were made before a bench of justices B D Ahmed and S Mridul, which was also told that the Delhi Victim Compensation Fund will be set up within three months.
Delhi government's standing counsel Zubeda Begum also said the amount of Rs one crore will be replenished as and when required.
The court also directed the Centre to expedite induction of over 14,689 additional personnel into Delhi police saying "this will not only help us but will give employment to many others. The government should be concerned about it. Previous government was not moving (on this issue). It is again the same situation."
Additional Solicitor General Sanjay Jain assured the court that the matter of inducting more personnel is being taken up as a special case and he will give a concrete report by November 19, the next date of hearing.
On the issue of setting up additional Forensic Science Laboratories (FSLs), the bench was not happy with current time schedule of December 2017 for commissioning labs at Sheikh Sarai, Rohini and Sayurpur in Mehrauli here and directed that a revised time schedule be filed.
"Expected time of commissioning FSLs is not acceptable. It needs to be expedited. File a revised time schedule," it said adding "we cannot take such a long time. It should be done in a year. By 2017, the whole city can be built."
It also directed that the FSL at Yashwant Place here be commissioned by November 1 this year, as assured by the government earlier.
