The about 658-page three volume manual on "planning, execution and conduct of multi-sport games in India" has been sent to the Sports Ministry so that it can be referred to any state government or sports body like Indian Olympic Association in case they needed it.
"We were approached by many state governments and sports organising body to help them with planning and execution of sporting events.
The 274-page first volume of the manual covers planning and management of games project, systems for delivery of games, monitoring and reporting processes division of conduct of games into 25 functions, action plans of all functional areas, milestones for important tasks, venue operations system and procurement of goods and service among others.
Whereas, the 226-page second volume lists all aspects of venue operation including venue command, coordination and communication structure, role of all functional areas and agencies in operating a venue for successful conduct of games.

"This manual contains almost all information which is required by the games organisers particularly for national games in respect of planning and conduct of games.
"This, I am sure, will also help the sports administrators or managers in improving their capabilities and systematising the conduct of multi-sport games in India," Singh said in a letter, which was sent with the manuals, to the Sports Ministry.
The 2010 Commonwealth Games held here were mired in controversy over alleged financial and managerial irregularities. The government had constituted a high-level committee under the chairmanship of former Comptroller and Auditor General V K Shunglu.
