The party is agitated over a number of issues, including the JNU row, on which other opposition parties too have made a common cause to confront the government.
The meeting is being held to discuss the current political situation, party general secretary Janardan Dwivedi said.
With party Vice-President Rahul Gandhi leading the opposition protest in the JNU, as also in Hyderabad in the wake of the suicide by Rohith Vemula, Congress is expected to chalk out an aggressive strategy.
Congress has already demanded a white paper on the status of the economy in the wake of several parameters showing a declining trend, despite the government claims to the contrary.
Congress has been at the forefront of the opposition protests in Parliament which had led to a virtual washout of the past two sessions.
