DCW notice to police over frenzied stabbing of girl by stalker

Delhi Commission for Women (DCW) today issued a notice to Delhi Police over death a 21-year-old woman who was brutally stabbed 22 times by a stalker in broad daylight.
The notice came after DCW chief Swati Maliwal met the deceased girl's family who alleged that the victim had complained against the accused stalker in May and no action was taken against him.
"I met the mother and other family members of the girl. They have alleged that the girl had submitted a written complaint against the said accused to Burari Police Station in the first week of May," the notice issued to Joint Commissioner of Police, Sanjay Singh said.
"However, it is alleged that the police did not take any action against the culprit as the father of the man is retired Delhi Police officer and he used his clout to prevent any action against his son. This inaction, further emboldened the man to carry out the heinous act," it added.
The woman, who was a teacher, was stabbed to death yesterday by her 34-year-old stalker, who attacked her nearly 22 times as passersby looked on in north Delhi's Burari area.
The accused, identified as Surender Singh, carried out the frenzied attack when the victim, Karuna, was walking through the area at 9 AM.
Scooterists and passersby looked on as Singh dragged the girl, who fell down as she tried to save herself, and relentlessly attacked her.
The police had yesterday claimed that when the girl had approached the force, the two families had reached a compromise and the guy had stopped stalking her since then.
DCW has asked police to provide it the copy of girl's complaint and FIR registered in the said incident of murder within 48 hours.
