Deputy directors and assistant directors have been empowered to dispose of files at their level directly without following the conventional hierarchy of submitting all files from assistant director to deputy director, the housing authority today said.
"For example, in Housing and Lands, earlier 216 assistant directors used to submit files to 43 deputy directors and then onwards, if required. Now all the 259 have been empowered to dispose of most cases at their level and submit only the selected few to higher level, if required," it said.
All these 224 officers have been now provided with mobile phones to ensure that the encroachments or unauthorised constructions are detected on time, reported and acted upon by the department concerned. A web-based application will monitor the same, the DDA said.
It also said verification of the challan if required, will be done parallely after issue of documents but before execution of conveyance deed, so that the allottee has time for getting the papers stamped during the intervening period, among other measures to speed up disposal.

"The work flow of issuance of physical possession has also been revised and instead of possession letter being sent to the Engineer Staff for handing over of physical possession at the site to the allottee through snail mail, the letters will be electronically transmitted to the site engineers so that there is no spillage of time," the DDA said.
"Earlier, these letters used to take a minimum of a week to travel by post from the Housing Management to the Engineering Wing at site, for handing over the physical possession.
