"The Bakshi Committee, appointed by the state government to suggest decentralisation of transfer powers, submitted its report two years ago but nothing has been done," Mahasangh general secretary G D Kulthe said.
Kulthe said the Mahasangh has submitted a memorandum to Maharashtra Chief Minister Prithviraj Chavan, demanding that a government resolution be issued by March 31.
While addressing the 27th anniversary function of the Mahasangh last month, Maharashtra Chief Secretary Jayant Banthia had announced that a decision on decentralisation of transfer powers would be announced soon.
The bill on transfers of state government employees was introduced in 2006 after an agitation by Anna Hazare against corruption in government postings. Hazare had said to reduce corruption in postings, state employees should be transferred once every three years and not "out-of-turn".
When the changes come into effect, certain transfer powers are expected to be taken away from ministers and vested with heads of departments and officials of similar rank.
