Addressing a 'Smart Gaon Sammelan' (smart village conference) here, he said the Delhi Gramin Vikas Board, which was formed recently, has approved 452 schemes worth Rs 558 crore in both rural and urban villages of the national capital.
The smart village conference was organised to impart training to newly-appointed members of the 'Gram Vikas Samiti' and get their feedback.
"Smart city can also be possible with formation of smart villages. In all the 365 villages, we have formed 'Gram Vikas Samitis' which will have representation of every section of society including women and youth so that villages can be developed in tradition and modern manner," Rai told the gathering.
He said each village development committee should include at least two students.
The 'Gramin vikas Board' will develop community centres in those villages which lack such facility, the minister said.
According to a government official, the board would take up more proposals for development in the villages in its next meeting to be held later this month.
