The department has issued a circular asking officers, posted at its headquarters, to strictly adhere to the new directions, failing which action will be taken, an official said.
The move comes after the divisional commissioner observed that it has become a "regular practice" for officials to avail leave without considering the absence of other officers, he said.
"Some times, many important and urgent time-bound issues, which have to be coordinated, are not taken up because of the non-availability of officers dealing with the matter.
In June this year, the social welfare department had also directed all its employees to mark their attendance through the biometric system.
In the order, the department had asked its officers to report to duty by 9:30 am and leave by 6:30 pm.
