Fifteen people were killed and over 50 injured on September 7, 2011 blast in the Delhi High Court premises.
The PIL, filed by All India Anti-Terrorist Front, through advocate Gaurav Bansal, said that despite the high court order Aftab Ahmed and Raashid Ali, both permanently disabled victims, have not got the compensation.
Besides Aftab and Raashid, the relatives of another victim Nizamuddin, who lost his life in the terror attack, have also not received the compensation, the plea said.
"For last three years, the victims are running from pillar to post to receive the fixed deposit of Rs 3 lakh," the plea said.

"Several times, the victims have approached the government for the purpose of receiving the compensation but were told by the officers of the revenue department that the process is on and the files are with the Divisional Commissioner, Revenue," it added.
"Direct the respondents to forthwith release the amount of Rs 3 lakhs along with the interest @ 18 percent per annum from September 21, 2011 to September 21, 2014 in favour of the Delhi High Court Terrorist Attack's victims namely Raashid Ali, Aftab Ahmed and the next kin of Nizamuddin," the plea said.
