Departmental budgets could be guillotined;SEC, opposition

Admitting that many departmental budgets would have to be guillotined, a West Bengal minister today blamed the SEC and opposition parties for the staggered panchayat schedule which had led to a one day budget session tomorrow.
"You wanted an extended panchayat election, but we wanted it in two or three phases. The budget session is required to be completed within this month. Therefore the session is for only a day. Now you are coming out with many suggestions," Parliamentary Affairs minister Partha Chatterjee said blaming the opposition parties and the SEC.
Addressing a press conference in the Assembly premises he said that the budget session tomorrow would seek financial approval for the entire year.
"This session has to be completed tomorrow because the day after is Sunday followed by counting for the panchayat elections on Monday," Chatterjee said.
Seeking the cooperation of treasury and opposition benches, he said that Speaker Biman Banerjee had been urged to call a brief special session during August for passing several important Bills.
