It would also recommend minimum attendance of 80 per cent in classes so as to ensure proper implementation of the continuous and comprehensive evaluation under the RTE regime.
Talking to PTI, she said the no-detention policy, which was introduced after the implementation of RTE, had led to a sharp fall in the learning outcomes of students.
Bhukkal, who headed a sub-committee to review the 'no- detention policy' under the Right to Education Act (RTE), said the consensus was for re-introduction of the detention policy from class V to VIII.
The controversial no-detention policy had come into effect with the RTE allowing students to get promoted right up to Class VIII regardless of their academic performance.

The policy, however, triggered a controversy with a section of academicians and parents voicing their objection to it.
Bhukkal said the observation of a Parliamentary panel was also taken into consideration while finalising the recommendations.
The panel had also suggested revisiting the no-detention policy.
