In a rejoinder to the chief minister, Singh said it was matter of record that A P Singh, the then SP Shimla, did not recommend the registration of FIR or ever conducted the investigation in the CD case.
Singh's reply came after Dhumal's claim that the CD case was registered against Singh when A P Singh, whom he later appointed as special secretary as union minister, was SP, Vigilance.
However, Singh has been claiming that Himachal Pradesh DGP DS Manhas was conspiring against him and had concocted the case.
On June 25, Singh and his wife were slapped with charges of conspiracy and corruption by a special court which held that there was sufficient evidence to proceed against them.
Following which, the 78-year-old Singh resigned from the post of Union minister for small, micro and medium industries
Singh pointed out that allegation of the chief minister that he requested him to relieve A P Singh for appointment as his private secretary was "false and concocted".
Singh said the "authenticity of the CD and its illegality" has been decided by the trial court twice by holding that the prosecution has not been able to prove the origin of the CD and the maker of the same to fulfil the requirement of the law lay down by the Supreme Court.
