"I am disappointed over the progress in upgradation of the IGH despite Prime Minister Narendra Modi's announcement 14 months ago. I have approached the steel ministry several times, but in vain. Therefore, I will not attend the rally respecting the public sentiment," Ray, also Rourkela MLA, told reporters.
The work which should have been completed in two months is yet to be completed even after 14 months, Ray said.
Alleging that the Prime Minister's directive is not being properly implemented, he said the delay has created a confusion among the public.
Union Tribal Affairs minister Jual Oram admitted the delay and said he would try to convince Ray to join the rally.
"The PM had announced two projects. The tender for the bridge on the national highway was closed yesterday and work on it will begin soon.
"As far as IGH is concerned, the work has slowed down a bit but super specialty services are being discharged from a clinic with the help of a doctor who is visiting the hospital from Hyderabad. Even we are concerned about the delay, but the work has started in a way," he added.
