"Issue notice to respondents (Dikshit, Ministry of Home Affairs (MHA), Delhi government and Lokayukta). Counter affidavits (replies) be filed within four weeks," a bench of Justices Sanjay Kishan Kaul and Vipin Sanghi said.

The court was hearing the petition of lawyer Sunita Bhardwaj seeking the setting aside of an order of the competent authority (in MHA which deals with Lokayuktas' reports) alleging that instead of "cautioning" Dikshit diluted effect of Lokayukta's report and asked the Delhi government officials to be "more careful" in future.

Delhi Lokayukta had, on July 18, 2011, submitted a report to the Lt Governor recommending the issuance of "caution' against the Chief Minister to be "more careful" in publication of her messages. The report was sent to the office of the President, the petition said.

Acting on the report, the competent authority decided that the Department of Urban development of Delhi government may be advised to be more careful in preparing such publication in future.

Dikshit had in the run up to 2008 assembly polls here stated that 60,000 low-cost houses for poor Delhi citizens were ready for allotment under the 'Rajiv Rattan Awas Yojna', when they were not even built, the petition said.

However, the reply received under RTI revealed that till September 25, 2008, even the process of land acquisition had not started, it said. (More)
