District Court Bar Assn challenges HC Bar Assn rules, polls

The Delhi District Court Bar Association today told the Delhi High Court that the various amendments made in the constitution of the Delhi High Court Bar Association (DHCBA) relating to conduct of elections is "malafide and illegal".
Rajiv Khosla, a member of the Bar Council of Delhi, told a bench of Justices B D Ahmed and Vibhu Bakhru that the DHCBA executive committee had "unlawfully and arbitrarily" amended its Constitution and election rules without prior approval of the general body.
He said "the rules were changed and many voters declared ineligible after the elections to the DHCBA were notified for December 13.
"This is not the way to hold the elections. Right in the high court such an illegality is happening. All executive members of other Bar Associations have been debarred from elections. The voter list is fabricated and fraudulent.
The bench has fixed the matter for further hearing tomorrow.
Earlier, a single judge bench of the high court had refused to grant any ex-parte interim relief to Khosla against various amendments carried out in the DHCBA constitution.
