District mineral foundation to be set up in Haryana

The Haryana Cabinet today approved a new set of guidelines under the Haryana District Mineral Foundation Rules, 2017, to facilitate constituting district mineral foundation in each district under the chairmanship of the Deputy Commissioner of the district concerned.
A state level review committee under the chairmanship of the principal secretary, mines and geology department, will review the works undertaken by the foundation on yearly basis, said an official release.
The contribution received in respect of major minerals shall be as per rate prescribed by the central government and one-third of the total amount received under the mines and mineral development and regulation fund established in accordance with Haryana Minor Mineral Concession, Stocking, Transportation of Minerals and Prevention of Illegal Mining Rules, 2012 will be the corpus of the fund, it said.
The state Cabinet also approved the draft Haryana Food Security Rules, 2017, to provide for matters like guidelines for identification of priority households and internal grievance redressal mechanism.
The rules will also cover the manner in which the targeted public distribution system related records shall be placed in the public domain and kept open for inspection by public, the manner in which the social audit on the functioning of fair price shops, targeted public distribution system and other welfare schemes shall be conducted, as also composition of vigilance committees, the release said.
The deputy commissioner shall function as the District Grievances Redressal Officer, it said.
The state Cabinet approved facilitation charge of 1 per cent of the transaction cost for aggregators for service of aggregation of land and 1 per cent of the transaction cost for 'Designated Agency' that is Haryana State Industrial and Infrastructure Development Corporation for service of facilitating purchase of land for public and private projects, said the release.
Besides, the Cabinet also gave nod to the Haryana Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Rules, 2017.
