He alleged that no arrest has so far been made in this connection and the state government has completely failed to act against those involved in the scam.
"I, along with my supporters, will encircle the residence of Omar on the opening day of the Civil Secretariat here and will not allow him to attend his office," Rashid said.
Civil Secretariat and other move offices will close in the winter capital Jammu on April 26 and reopen in the summer capital of Srinagar on May 6.
Seeking a judicial probe into the scam, Rashid demanded thorough checking of records at all state hospitals to find out the number of patients who died due to spurious drugs, so that criminal cases can be lodged against the suppliers.
