"The proposal to bring all cases of promotion with eligibility on or after December 31, 2008, under the new eligibility conditions outlined in the Career Advancement Scheme of 2010 has been listed on the agenda for tomorrow's EC meeting, but it has no ground," Delhi University Teachers' Association (DUTA) President Nandita Narain said in a statement here.
Narain claimed that while the agenda note states that this proposal is based on a letter from UGC issued on July 9, 2014, the copy of the letter annexed to the agenda papers bears a separate date of July 9, 2010.
Narain said, "DUTA demands that the proposal be immediately withdrawn from the agenda of the EC Meeting and a thorough inquiry be instituted to establish the circumstances in which such a non-existent letter has been claimed as issued and received."
Meanwhile, Abha Dev Habib, an Executive Council member, said, "The letter sent as annexure was issued in 2010 and an EC resolution has already been passed on it. We cannot change or implement rules with retrospective effect and the issue involves the promotion of over 10,000 teachers.
