Mukherjee, who went on to assume the country's highest office, had won the seat in 2009 general election.
His son Abhjit, an MLA from Nalhati, is likely to contest on the party's ticket from the seat.
West Bengal Chief Electoral Officer Sunil Gupta said altogether 12,43,398 electorate - 6,43,147 men and 6,00,251 women would cast their votes in 1530 polling stations during the bye election.
"Model Code of Conduct is already in vougue in the entire district since September 5, the date of announcement of this election," Gupta said.
While expenditure observer Perumal Devraj has arrived here already, two general observers Raju Narayan Swamy and Vipin Kumar would be here shortly.
Gupta said security arrangement with central and state forces would be made as per the sensitivity requirement in consultation with the observers.
