Rao had allegedly made the remarks at an election- related meeting on May 20 at Parkal in Warangal district where the bypoll will be held on June 12 along with 17 other Assembly seats and one Lok Sabha constituency.
The TRS president should reply to the notice by 3 pm tomorrow, state Chief Electoral Officer (CEO) Bhanwar Lal told PTI here today.
BJP had complained to the CEO that Rao instigated the minorities against the party during the meeting.
"He (Rao) said that Muslims of Parakal should take revenge on BJP for having defeated the minority candidate in Mahabubnagar by-election (in March). The statement is nothing but provocative and amounts to creating hatred between two communities", BJP said in its complaint.
Parkal is the lone seat in Telangana region facing bypoll.
Bypolls to 16 Assembly segments, including Parkal, are necessitated as the sitting Congress MLAs were disqualified by the Assembly Speaker for switching loyalty to YSR Congress chief Jagan Mohan Reddy and voting against the party-led Government during a floor test in December last.

Another MLA quit in support of the Kadapa MP, while actor-turned-politician Chiranjeevi resigned as MLA following his election to Rajya Sabha causing bypoll in another seat.
The bypoll is necessitated in the lone Lok Sabha seat (Nellore) as the sitting Congress member had also quit in support of Jagan.
