Hailakandi Deputy Commissioner in-charge A N B Singh told PTI that the committee has been asked to submit its report within a month.

The committee was formed after New Delhi-based NCPCR took cognisance of the matter and sought a report from the district authority.

The baby of local residents, Bijay Dev and Tumpa Dev, had died on April one soon after it was born.

The child right watchdog swung into action after receiving a complaint from Barak Valley Human Rights Protection Committee (BHRPC) on April 11 alleging that the child died due to negligence and dereliction of duty by the attending doctors of the Santosh Kumar Roy Civil Hospital at Hailakandi.

The NCPCR registered a case based on the complaint.

"It appeared to be a clear case of death due to negligence", BHRPC Secretary Niharul Alam said.

The BHRPC alleged that Tumpa Dev was brought to the Civil Hospital at about 1 pm on March 30 "but no doctor attended to her and she gave birth to a male child with the help of the nurses".

"Some doctors who later examined the baby and the mother had said that she needed surgical intervention and the complications leading to the death arose due to the injuries caused to the baby during delivery", Alam said.

The condition of both mother and child worsened soon and they were shifted to the Silchar Medical College and Hospital where the baby died the following day.
