"Important subjects like assault on legislators and matters raised through point of propriety were brushed aside and bills tabled. I wasn't allowed to speak," Patil said.
While Patil was requesting the chair that he be allowed to speak, opposition MLAs had rushed to the well to support him.
When his plea went unheard, Patil staged a walkout and staged a protest on Vidhan Bhawan premises.
Parliamentary Affairs Minister Girish Bapat then spoke to Patil and later the NCP MLA was allowed to speak in the House.
"The chair behaves as per someone's instructions," he said.
