Film certification: Govt in process of amending Cinematograph

The Information and Broadcasting Ministry today said the Mudgal Committee, constituted to look into various aspects of certification under the Cinematograph Act, has submitted its report and that it is now in the process of amending the existing provisions.
This information was shared in the Rajya Sabha by Minister of State for I&B Rajyavardhan Rathore in a written reply to a question on corruption at the Central Board of Film Certification (CBFC) and whether the ministry is considering to implement the Mudgal Committee report recommendations in the selection of panel members.
"The Mudgal Committee which was constituted to look into various aspects of certification under the Act submitted its report and the Ministry of Information and Broadcasting is in the process of amending the existing provisions of the Cinematograph Act, 1952," Rathore said.
In his reply, Rathore said CBI had registered a case against the then CEO of CBFC on 12 August 2014, who was later arrested.
Replying to another question, Rathore said that as per Direct-to-Home (DTH) License Agreement, DTH operators are required to pay 10 per cent of gross revenue to the Ministry every year.
He said the Telecom Regulatory Authority of India (TRAI) has, in its recommendations dated July 23, 2014, said that the license fee in the new DTH licensing regime should be charged at the rate of 8 per cent of Adjusted Gross Revenue (AGR) where is calculated by excluding Service Tax, Entertainment Tax and Sales Tax/VAT actually paid to the government from the gross revenue.
