"We have the four pillars for this conference -- the agreements that need to be signed, the commitments that need to come from all countries, the financial issues and the mobilisation of civil society," French Minister of Ecology, Sustainable Development and Energy Segolene Royal said here today.
And, by contribution from different countries, we just don't mean financial contribution but also contribution towards reduction in greenhouse gases, she said.
"If we do not resolve financial issues before the conference, then other countries will think that developed countries only talk and they are not doing anything concrete about it (climate issue)," she said.
On the preparations ahead of the summit in December, she said, "the (French) President wanted to have it in France, the Finance Minister is working on it, civil society is also getting mobiliosed...Companies, territories, citizens, not just France but elsewhere as well... We wanted to set an example for other countries to follow the lead...And wanted to be a success."
The minister later 'inaugurated' a 21-MW solar park in Fazilka in Punjab, built at Rs 150 crore by French firm Solaire. Punjab New and Renewable Energy Resources Minister Bikram Singh Majithia was also present.
She also said that the idea of smart city would "open up a lot of partnership between the two countries..As lot of Indian and French companies today also interacted.
