Parliamentary Affairs Minister Suresh Khanna had to assist Agarwal in completing the speech.
Agarwal rose to present the 2017-18 budget at around 12.20 pm and was reading out the 63-page document when he suddenly felt uncomfortable.
After reading the text for about an hour, at around 1.25 pm, Agarwal sought permission from Speaker Hriday Narain Dixit to sit and read the speech.
The Speaker granted him permission and he started reading the text sitting next to Deputy Chief Minister Keshav Prasad Maurya.

The chief minister then asked the parliamentary affairs minister to seek permission from the Speaker and read the budget, which was agreed to by the Chair.
During this time, Health Minister Sidhartha Nath Singh and Energy Minister Shrikant Sharma were seen enquiring about Agarwal's health.
After almost five minutes, Agarwal left the House.
He returned soon along with Chief Minister Yogi Adityanath for the post-budget media briefing.
"I felt that my blood pressure fell, but I returned after 10 minutes," Agarwal told PTI.
