An FIR against Lallan Singh, a former IAS officer who had retired as the commissioner of Munger, was lodged at the women police station by the 15-year-old girl's mother yesterday.
When the police went to Singh's house at Buddha colony here today it was found locked and the officer absconding, SHO of the women police station Mridula Kumari said.
The SHO said the victim had bruises on her face and body parts and was undergoing treatment at PMCH.
They had even hit her with hot iron rod on her chest and face and even gave electric shocks with an immersion rods.

The trio had even pushed chilly powder in her private parts, the complaint said, adding, she met the brutal treatment as she was not a good cook, it said.
Unable to bear the inhuman torture, the girl escaped on Sunday last and reached her home at Aitbaarpur village at Parsa Bazar area in rural Patna.
The girl's brother alleged that Singh had employed her as a domestic help two years ago and had agreed to pay her Rs 4000 per month.
However, her family had been given only Rs 1500 after a month of service and promised that the rest of the amount would be given at the time of her marriage.
The women police station SHO said search is on for the fugitive officer and the other two accused.
