The guidance cells will be set up at state, district and taluka levels to reach out to common people, and will be in constant touch with the government control room, MPCC chief Manikrao Thakre told reporters.

The state government through a circular has directed all district collectors to reach out to citizens asking them to deposit receipts of their applications, made at the state secretariat, along with a copy, and related documents with the tehsil office.

Thakre said the party lauded the efforts of chief minister Prithviraj Chavan to restore normalcy by leading from the front in the wake of fire.

Congress will soon felicitate the staff of the Mantralaya's flag department who protected and lowered the national tricolour with respect and dignity amid the raging blaze, he said.

"Police officials and journalists who helped in the rescue operations will also be felicitated," Thakre added.

He said the state party unit's 'Janata' durbar, aimed at redressing grievances of common people, will start from July 3 at Congress' office in South Mumbai, Gandhi Bhavan.
