Sathiyavathi, a 1982-batch IAS officer of the union territories cadre, was in September last year appointed as the Director General of Civil Aviation (DGCA).
The Appointments Committee of Cabinet has approved her appointment as Officer on Special Duty in the Ministry of Labour and Employment with immediate effect, an order issued by Department of Personnel and Training (DoPT) said.
The officer would take over as Secretary, Ministry of Labour and Employment on superannuation of the present incumbent Shankar Agarwal. Agarwal will retire on September 30.
Bhullar is presently Additional Secretary in Civil Aviation Ministry.

Sathiyavathy, who was appointed as Additional Secretary and Financial Adviser to the Civil Aviation Ministry in February last year, had served as Puducherry's chief secretary before that.
