In a comment, apparently seen as a political move to drive a wedge between the Congress and its allies, Modi, addressing a well-attended public meeting here, said, "The Congress hastily issued an ordinance to take full credit for the Food Security Act.
"If it had waited until the Parliament session, it would have required the support of its allies to clear the passage of the bill. But the ruling party did not want to share the credit with its own allies and betrayed them."
"Since they cannot give bread to to the poor, they are offering a piece of paper in the form of the Food Security Act," he alleged.
