Police registered a case of cheating and forgery against the Peetampura-based contractor after a whistle-blower armed with RTI replies approached investigators seeking action against him, a senior police official said.

The contractor, the complainant alleged, was working as a Junior Engineer in CPWD and opened his own firm. He is also alleged to have evades sales tax by using fake documents to show that he paid the money.

"According to the information received through RTI, it was found that he was not enlisted as a contractor, but he fraudulently replaced his name by removing the original enlisted contractor.

"He thus took contracts from different government agencies in his name, though he was not the originally registered person/contractor," the complainant claimed.

The complaint also said the builder's name as well as the name of originally enlisted person appears on two different copies of the same office order and it is a "clear-cut case" of corruption by tampering with government papers.

A senior police official said an enquiry by the Vigilance wing of CPWD had also checked it and found that the person concerned had committed fraud.

"He had misused government papers and through these took undue advantage of government contracts. He had got contracts in GTB hospital and LNJP hospital," the official said.

According to the complainant, the Sales Tax Department has confirmed that he has used fake Sales Tax TIN number as well as sales tax stamps to misuse government machinery.

"In this manner he may have evaded Sales Tax and worked against law of the land," he said, adding he had send all the relevant papers received from different agencies to the police authorities and other departments.

"My purpose is to stop such type of persons from tampering with government papers and bring it to government's notice, so that coming generation is aware of consequences of such tampering with government documents.

"My identity may not kindly be disclosed. It is in public interest to look into such matters on priority basis as the same is not only affecting Government revenues but also necessary to stop corruption. It is in public interest to look into such matters on priority basis," the complainant said.
