Former JKAACL secretary booked for making illegal appointments

The state vigilance organisation has booked a former secretary of the Jammu and Kashmir Academy of Arts, Culture and Languages (JKAACL) in connection with illegal appointments of class fourth employees.
"The vigilance organisation, Jammu has booked former secretary of JKAACL Rafiq Ahmed Masoodi and others following allegations of illegal appointments of orderlies, chowkidars, gardeners and sweepers in the JKAACL," a spokesman said.
He said that the official misused his position in active criminal conspiracy with the beneficiaries and others in utter violation of rules and regulations in 2006.
He said the verification conducted by the vigilance organisation revealed that evaluation sheets were forged with and the name of one of the selected candidate did not figure in the evaluation sheets prepared by the committee.
"One of the candidates was not even a permanent resident of Jammu and Kashmir state," he said.
He said that the verification conducted found instances of undue favour conferred upon the beneficiaries who had not applied in time and not fulfilled the requisite formalities as per the advertisement.

"During verification, it has also been found that two posts of junior assistants were also advertised but against two advertised posts 10 candidates were appointed," he said.
He said that only three candidates had submitted their application forms with postal orders before the cut-off date and rest of them had submitted their application forms without postal orders.
"Some of the candidates even exceeded the maximum age limit. The services of the candidates appointed illegally have subsequently been regularised and some were even promoted to higher posts," he said.
