However, two others managed to escape from the spot.
The police also recovered 11 pistols and two country-made guns from possession of the youths.
Rohtak SP Vikas Dhankar told mediapersons here today that the arrested youths, identified as Manjeet alias Chunni Lal of Kharawar village, Mahesh alias Monti of Baliyana village, Pramod of Sampla and Mohit alias Tinu of Pipli village, were allegedly working on a murder conspiracy when the police detained them.
"We had received a tip-off last night that some armed youth sitting in a car near Jawaharlal Nehru Canal were trying to execute a criminal conspiracy. Taking swift action on the tip-off, a special police team was constituted which later carried out a raid on the place to apprehend the youths," said the SP.
He said the youths fired on the policemen when they laid a trap to nab them. After a brief exchange of fire, the police team succeeded in nabbing four youths while two others, identified as Ashok alias Doda of Baliyana village and Sanjay Khatri of Kulasi village, managed to escape, said Dhankar.
During interrogation, the arrested youth said they had come to Rohtak to kill those who shot dead Sunil of Bohar village near Krishan Banquet Hall here some days ago.
