"Some people with anti-development mentality have made it a profession to go to courts and stop the works of development, delaying several projects," said Dhariwal at a public meeting here.
"Several development projects are facing judicial hurdles. For accelerating the pace of development, people must develop pro-development mentality and stop creating unnecessary hurdles," the minister added.
He also blamed forest department for causing delay in completion of development projects by not issuing clearance certificate in time.
Dhariwal, who is also Minister of Urban Development and Housing (UDH), was here to inaugurate a drinking water supply project of Rs 84 crore under Rajasthan Urban Infrastructure Development Project (RUIDP).
During his visit, some workers of Shiv Sena and BJP held protest against the minister and waved black flags.
