"The workers should register themselves with the police station in the area where they were working. The main objective is to have a register of labourers of other states," Home Minister Thiruvanchoor Radhakrishnan told reporters after a high level meeting of police officers here.
The system would enable the state to know the background of migrant workers and their activities at home, he said adding "it would also facilitate the police to identify whether they have any links with terrorist groups."
The system would come into effect immediately, he said.
Moreover, a list of migrant workers would also help the state to work out a welfare scheme for them, he said adding in the later stages, if necessary they would be issued identity cards.
The meeting decided to set up a state investigation bureau and strengthen the Crime Branch wing of the police, he said.
Noting that activities of gangs who carry out killings for money popularly known as 'quotation groups' were widespread in the state, he said steps would be taken to check them under the provisions of the Goonda Act.

It was also decided to constitute an Industrial Security Force under the police department to provide security to state establishments, he said.
CCTVs would be installed in important locations in cities and towns, to monitor the movements of anti-social elements, he added.
Asked about the progress of investigation into the murder of former CPI-M activist and Revolutionary Marxist Party leader K P Chandrasekheran at Kozhikode Friday night, the minister said probe was progressing in the right direction.
Investigation team had been given full freedom to track down the culprits and "we expect that they will do that".
