Monga, who took sometime off to concentrate on academics, finished second at the Usha Southern India Ladies event last week in Bangalore and he will start as one of the strong favourites.
Last week's winner Gurbani Singh has taken a week off, but the field includes Aditi Ashok, winner of the Usha Delhi Ladies event, which was the season opener.
Behind the second placed Monga, Aditi had finished third, while Mehar and Ridhima were tied for fourth last week.
Amandeep Drall, who led the first round, and was later disqualified in the tournament for a wrong card, will try to make amends for last week.
The event will see almost 50 starters in various sections, besides Categories A to D.
Last week winners in Category C Tanrika Singh and the Category D winner, Vasudhara Tihara will also be teeing off tomorrow.
