Desai was suspended from his post on May 30 but was reinstated on June 17 after a group of 100 members allegedly pressurised GCA President Dr Shekhar Salkar.
Desai, who is facing probe in a fraud case, was again suspended the very next day (June 18) with Salkar claiming that he was forced to reinstate Desai.
Desai had challenged his suspension before the Goa Bench of Bombay high court.
"We decided to reinstate him because we have given in writing to the court that we will take action with regard to Desai's suspension by June 20," Salkar told PTI.
"We were expecting crowd to gather during the meeting and create law and order problem. That is why we postponed the meeting," Salkar said, adding that now the meeting will be held on June 28.
He said since the managing committee meeting could not be conducted today, GCA thought it wise to take Desai back in the committee.
