Social activist Aires Rodrigues in his complaint drew attention of the Commission to the poor state of emergency services in Goa after the death of social activist Satish Sonak.
Lawyer-cum-activist Sonak had died after suffering a massive heart attack in the court premises on April 7.
Rodrigues in his complaint said that the emergency ambulance was not equipped with therequired life saving devices which possibly could have helped save the life Sonak.

The complaint said that the building where Sonak died is a busy hub housing a lot of government offices and business premises, Rodrigues has sought a well-equipped ambulance be stationed there round the clock to attend to any life threatening emergency in the area.
Rodrigues in his complaint also drew attention of the GHRC to Article 25 of the United Nations Universal Declaration of Human Rights 1948, to which India is a signatory.
The social activist in his complaint has sought the intervention of the GHRCto ensure that due to the negligence in providing the basic human rights, innocent lives are not lost.
