"He (Ghuggi) had resigned a day before joining the particular political party," Punjab Chief Electoral Officer V K Singh said today.
"He was a state icon for Punjab," Singh said.
Ghuggi, a popular face, was roped in by the EC three years ago to promote people's participation in electoral process.
He was selected to replace satirist Jaspal Singh Bhatti who died in a road accident in 2012.
As the 'State Icon', Ghuggi was regularly featured in EC advertisements appealing people to register themselves as voters.
44-year-old Ghuggi had on February 10, joined the Arvind Kejriwal-led party.
