"There are some officers who were transferred as a part of the mandatory procedure followed during elections, but they are not being relieved by state government," AICC secretary Girish Chodankar told reporters.
He said the Election Commission had strictly asked the Goa government to relieve the officers from their posts and shift them to the transferred places.
"But these officers still continue serving though the model code of conduct has set in," Chodankar added.
Elections will be held for 40-member House on February 4.

"ECI should take suo motto cognisance of such thing. If they don't, the Congress party will submit a formal complaint to ECI," Chodankar said.
He took a dig at the BJP over its statement that oncoming elections would be a referendum on the issue of Medium of Instruction in local schools.
"Current policy of the MoI was drafted by the previous Congress-led Goa government. The same policy has been continued by the BJP-led government. So when they say elections are referendum on MOI, that means they are virtually endorsing Congress party," he said.
