Alleging that relations between the government and bureaucrats were deteriorating, central IAS association secretary Sanjay Bhoosreddy today said civil servants were unnecessarily made answerable to various commissions and as a result, not they were being able to perform their primary duty of formulating policies.
"We are expected to do strategic thinking but we have been made answerable to so many commissions, that we are left with no time for the strategic thinking," Bhoosreddy said during a seminar here.
"Today, you can't suspend a chaprasi without charge sheeting him, but an IAS officer is suspended without any reasoning or explanation. This is the kind of polity we are working in," Bhoosreddy said.
Union Cabinet Secretary Ajit Kumar Seth said good governance is anticipatory governance.
"We need a mindset for strategic thinking in the government and we need to inculcate it if it is not there. With this, there is also a need for self appraisal of the civil servants," Seth said.
Retired and working bureaucrats expressed their views on the role of the bureaucracy and the relation between it and governance in a seminar on 'Changing Role of the Civil Services in India', which organised by the International Goodwill Society of India.
