"We are expected to do strategic thinking but we have been made answerable to so many commissions, that we are left with no time for the strategic thinking," Bhoosreddy said during a seminar here.
"Today, you can't suspend a chaprasi without charge sheeting him, but an IAS officer is suspended without any reasoning or explanation. This is the kind of polity we are working in," Bhoosreddy said.
"We need a mindset for strategic thinking in the government and we need to inculcate it if it is not there. With this, there is also a need for self appraisal of the civil servants," Seth said.
