Govt extends provisional recognition to pvt schools for 5th time

Citing inability of district authorities to conduct inspection of private schools granted provisional recognition under the Right to Education (RTE) Act, Delhi Government has for the fifth time extended provisional recognition granted to such schools by six months.
Additionally, the Directorate of Education (DoE) has also decided to not take any action against unrecognised schools functioning beyond March 2016, till the extended period or formulation of further guidelines.
Private unrecognized schools functioning prior to April 2010, were given "provisional" recognition for an year by DoE in 2013 under the revised norms of RTE.
The said recognition was lastly extended up to 31-03-2016 for completion of inspection of these schools by district authorities and fulfillment of conditions laid down in the letter of provisional recognition by the said schools.
However, DoE has for the fifth time extended the recognition till September.
"As the inspections of all these schools is a mammoth exercise and as some of the schools have also not fulfilled terms and conditions of provisional recognition letter and provisions of Delhi School Education Act and Rules Act (DSEAR), 1973 and RTE Act, 2009 due to not obtaining the requisite certificates from concerned government authorities in time," an official notification said.

"Most of the schools have also not got their scheme of management approved from the competent authority. The matter was examined and observed that it is necessary to extend the timeline of the provisional recognition with a view to take a final decision regarding further extension or withdrawal due to non fulfillment of terms and conditions," it added.
Instructions have been issued to Deputy Directors of Education department to complete the inspection work latest by June 30 and forward all defaulter cases to DoE for taking further action in the matter.
Management of schools have also been asked to fulfill all norms and standards by then as failure to do so might result in withdrawl of recognition.
"Further, it is directed that unrecognized schools must prominently display status as "Unrecognised"on their entrance so that the general public is not misguided in any circumstances," the notification said.
No action will be initiated against unrcecognised schools found functioning beyond 31-03-2016 under the provisions of RTE Act till the said extended period or formulation of further guidelines, if any, whichever is earlier," it added.
