Govt invites bids for Gorakhpur urea plant revival

Government has invited bids for the revival of the closed fertiliser plant at Gorakhpur in Uttar Pradesh which will require an investment of Rs 6,000 crore.
Fertiliser Ministry has authorised Fertiliser Corporation of India Ltd (FCIL) as the authority to select the investor for revival of the closed Gorakhpur unit.
The project will be awarded through the bidding process and the selected investor will have to setup, design, finance, construct, establish, operate and maintain a gas based 1.27 million tonnes urea plant for a term of 33 years, Fertiliser Ministry said in a Request For Qualification (RFQ) document.
The project has to be completed within three years.
Of the total land area of 993.81 acres available with FCIL at Gorakhpur, requisite area of land will be made available to the selected bidder for the project.
Deloite Touche Tohmatsu India has been appointed as the advisor to assist in the bidding process.

Prior to making an application, the applicant has to pay a sum of Rs 1 lakh as the cost of the RFQ process.
The natural gas for the project is proposed to be transported through the upcoming Jagdishpur-Phulpur-Haldia pipeline to be constructed by GAIL India.
The government has earmarked 2.4 mmscd (million standard cubic feet per day) of domestic natural gas for the project from Daman Field of ONGC, which is expected to commence production from September 2016.
FCIL will assist the selected bidder in obtaining all government clearances required for the project.
