"We had been ready to hold the panchayat polls since the change of guard in the state," Mukherjee told reporters here.
The quagmire into which the panchayat polls was caught was not created by the government, but by the opposition, he said.
"The High Court has asked us to hold the poll process within July 15 and we have to do it," the minister said.
The Calcutta High Court on May 14 had directed that panchayat election be held in three phases and the dates be announced by the state in consultation with the State Election Commission.
He said the new ministry was also taken up the job of completing the unfinished works of the previous Left Front government.
