Govt to give officers a free hand to achieve targets

In a bid to encourage healthy competition among bureaucrats, the government will ask officers to devise a plan on how to achieve targets if they wish to head any particular department.
If the government is satisfied with the plan, the officer will be made the in-charge of the department.
"We have seen what happens in transfers and postings. Recommendations come (to be in any department). This time we have decided that for some of the head of the departments, there should be a new experiment.
We will fix a target. We will publicise the targets (for any department). Officers should make a plan to achieve the target. The officer who has the best plan will be given the charge of the department," Delhi chief minister said.
He was giving his concluding remarks on the Lt Govenor's address at the the first session of the Sixth Assembly.
Kejriwal said that the officer will have complete freedom to work, but he will also be subjected to periodic review.

"There will be no interference in the plan and he will have the freedom to work. The officer will be given full tenure. However, there will be periodic reviews to see whether targets are being achieved. So, honesty and efficiency will be rewarded," the chief minister added.
Later addressing reporters, deputy chief minister Manish Sisodia said the move will help boost the confidence of the officers and help them give their best output.
"It is also challenging, but then one needs to accept challenges if he has to achieve the target," Sisodia said.
