According to senior official, Delhi government is of the view that officers dissatisfied with their service conditions can hardly be expected to perform well.
"The government has accordingly decided to grant time bound pay scales to all DANICS officers as stipulated in service rules after completion of 13 years, 18 years and 21 years of service," the official said.
The government has also introduced a pay scale in Pay Band-4 with grade pay of Rs 10,000 after 21 years of service.
DANICS is a civil service whose officers are deputed to serve the middle level and senior level administration of Government of Delhi and other Union Territories like Andaman & Nicobar Islands, Lakshadweep, Daman & Diu and Dadra and Nagar Haveli.

"While DANICS officers are eligible for promotion to IAS after completing eight years of continuous service, it has actually been taking on an average 27-28 years for promotion to IAS. This had resulted in lot of stagnation and consequently dissatisfaction amongst the members of the service," the official said.
