Three persons, including two women, had allegedly assaulted the woman, a widow in her 30s and mother to a 6-yr-old girl, and later stuffed chilli and turmeric powder in her private parts over a property dispute on June 23 in North Goa's Camurlim village, 15 kms away from Panaji, as per the victim's complaint later registered by Mapusa police.
According to police, Assistant Sub-Inspector (ASI) Vithu Naik, attached to Mapusa police station, had refused to register the FIR after the woman approached the police.
Naik was suspended on Saturday last by the police department pending inquiry against him for dereliction of duty, a police department spokesperson had said on Sunday.
The three persons were later arrested and booked under relevant sections of the IPC, a police official said.

The GSHRC, taking suo moto cognisance of the incident, yesterday issued notices, a copy of which is with PTI, to Goa Director General of Police T Mohan, Superintendent of Police (North) Priyanka Kashyap and Mapusa police inspector Tushar Vernekar asking them to respond by August 4.
"They tried to rip my nose ring. Later, they threw chilli and turmeric powder on me and started stuffing it into my private parts which caused me unbearable pain," the police spokesperson had earlier said quoting the woman's complaint.
