He is likely to join Goa Su-Raj Party.
"Pacheco has tendered his resignation which stands accepted," State Legislature Secretary N B Subhedar told PTI.
Pacheco, who represents Nuvem constituency in South Goa, was a minister in the ruling BJP government before he resigned in April 2015 following his conviction in a case of assaulting a government employee.
Of late, Pacheco developed disagreement with his colleagues in GVP.
"I will be joining Goa Su-Raj party a day after tomorrow and will announce the list of candidates who would be contesting on party ticket in different constituencies," he said.
Pacheco is the third MLA to resign from Legislative Assembly bringing down its effective strength to 37.
Recently, Mauvin Godinho and Pandurang Madkaikar (both from Congress) quit as legislators and joined the ruling BJP. Goa is going to polls next year.
