Habibullah, who was speaking at an interaction organised by the European Union in support of torture victims, said policemen accused of murder in Hashimpura killings even managed to get promotions under the present system.
"Policemen having murder charges against them under Section 302 of the IPC...In not one of the Annual Confidential Rolls, it was mentioned in the report of the policemen that they had a case of this nature pending against them," he said.
"They got their promotions, they were posted in communally sensitive areas and many of them have retired and some of them have passed on to the next world. I hope they are paying a price there, but they did not pay any price here for what they have done," he added.
Habibullah said that in the investigations into the Mecca Masjid blasts in Hyderabad, the arrested youths had claimed that they had been tortured and made to sign documents.
"This in itself is a sign of complete incompetence of the police because signing documents in police custody do not have validity in the court of law," Habibullah said.
He added that the Ravichander Commission which looked into the matter had pointed to wrongdoings in its reports, but nothing had been done and some of the implicated officers had even got promotions.
Habibullah said that without addressing the issue of police reforms, simply further strengthening an already strong legal structure was not going to bring the desired result.
