"We cannot leave the Kashmiri people at the mercy of India. Kashmiris have not sacrificed lives to divide Kashmir," he said during a meeting with supporters here.
"We will not allow the government to have a secret deal with India on the Kashmir issue. Kashmir belongs to Kashmiris and any decision without taking them on board will not be acceptable to them or to the people of Pakistan."
The founder of the banned Lashkar-e-Taiba further claimed India can "no longer rule Kashmir by force".
The US has offered a USD 10 million bounty for Saeed, blamed by India for masterminding the 2008 Mumbai attacks.
