The offer was made by First Mayor of Hamburg Scholz Olaf to Chief Minister Sheila Dikshit in a meeting here.
Olaf was accompanied by a 40-member delegation comprising Ministers, MPs and businessmen from Humberg.
Dikshit, while welcoming the delegation, spoke about possible areas of cooperation and briefed them about various welfare schemes of the Delhi Government.
She also spoke about government's efforts to expand green cover of Delhi.
Scholz offered expertise in the field of vocational studies for Delhi, said an official, who was present in the meeting.
